A former senior White Office and Congressional official, Michael Allen provides readers of his new book, BLINKING RED: Crisis and Compromise in American Intelligence After 9/11, with an insider’s account of the complete restructuring of America’s intelligence community that occurred at the beginning of the 21st Century.  In particular, he focuses on the creation of the Director of National Intelligence, and internecine battles and trench warfare that were behind this dramatic shift in how the United States gathers and uses intelligence to protect its citizens from further large-scale attacks.Based on interviews with President George W. Bush, Vice President Dick Cheney, CIA executives, Congressional leaders, and other senior government officials, as well as Allen’s own research and recollections, the book is a study of the complex and opaque machinations of the American political system that produced such dramatic changes to the country’s national security policies.

The New America Foundation is pleased to welcome Mr. Allen for a discussion about the findings in his book and why this is an experiment in bureaucratic reorganization whose effectiveness remains in question.
